Interesting - perhaps it is cloning the permissions on the original folder rather than inheriting them from the parent in the IFS.

Easy enough to fix anyway just change the permissions.

I just ran a couple of tests from my laptop.

Test #1
FileZilla works with files


1. Use ACS to create directory named mydir in /www/mywebserver/.


1. Use FileZilla to upload a new file named test.html into /www/mywebserver/mydir/.


This worked. I was able to see the /www/mywebserver/mydir/test.html page in my browser. I received no 403 Forbidden messages.

Test #2
FileZilla does not work with directories.


1. On my laptop, I created a new directory named newdir. I put a file named test.html file inside the newdir directory.


1. I then used FileZilla to drag the newdir directory from my laptop and drop it into the /www/mywebserver/ directory in the IFS. Filezilla created the newdir directory in /www/mywebserver/. FileZilla moved the test.html file into /www/mywebsever/newdir/.

This did not work. I received a 403 Forbidden error message in my browser. This was confirmed when I looked at Google developer tools.

These two are not mutually exclusive.
If one or both of these were the cause, it would explain why I no longer had problems after I created a fresh instance of the HTTP Server (with no admin changes) and used IBM Access for Client (ACS) to create new directories and upload files in the IFS.
