(3401) Permission Denied

It means that the userid does not have authority ("permission") to the 
IFS file.   It later expounds on that saying "Permissions on file 
/www/mywebserver/htdocs/css/style.css deny server access".

Why is that not helpful? It tells you exactly what the problem is and 
which file the problem was encountered on.
