Do you know how to build strings in RPG? Add the open statement where it is supposed to go. Go back and look at the examples you based your code on if you don't know where that is. Then in debug look at what is in the CMD variable right before the open runs. Until that statement has what you can get to run interactively, you aren't going to get this to work.

so it will never have a value.
