You should be able to reset the DST password without a complete shutdown.

As QSECOFR: (You must be QSECOFR, not a QSECOFR-look-alike)
CHGDSTPWD PASSWORD(*DEFAULT)

This should put it back to QSECOFR (or is it qsecofr? I forget)

When trying to enter DST, DST password became disabled.
Had to shutdown to reset DST password.
