This is consistant with what you can see from an exit program
point of view.  Each Client Access connection does a "Request
License" from the AS/400 at connection time.  This happens at
initial connection time only.  Later on, if the PC is gracefully
disconnected, you'll see a "Release License" transaction.  Every
thing in between is charged agaisnt the one license.
