If all you want is virtual printer, then use Net Server 
instead of Client Access.  Net Server is part of OS/400.  
Use Op's Nav to configure.  In fact, when you go to Client 
Access Express you'll lose virtual printer and have to use Net Server.

If a terminal (PC) connects to the AS400 using only a "virtual print device"
session of Client Access, does this use a C/A license? We are adding some
remote users and this office wished to have as many as 5 print devices. I
notice that these connections only show up in QSPL.
