This is easily tested.  The AS/400 keeps an count of the number of client 
accesses licenses that are currently in use.  I believe the information is 
within the licensed programs area (which I do not have access to or I would 
be more specific).  It was an issue for me at a previous job.  We had to 
ensure that the majority of our users were using Graphical Access (doesn't 
count) and not PC5250 (counts) because we had limited licenses.  As I 
recall, licensing is based on device.  One device description, one license 
-  therefore split screen (sys req), and group jobs don't count but a new 
session would.
