In October 1993, News/400 published a program I wrote that does just this.
It allow the help desk to reset passwords, and does some simple logging and
user notification.  It also protects against the help desk changing profiles
that have *ALLOBJ or *SECADM.

Check the News/400 site for the downloadable code (I think it's out there,
if not email me back and I'll dig it up).
