Most people find it easier to do the compiles on the PC, not OS/400.

You have a special problem, though.  Your OS/400 is at 1.2 and your PC at
1.3

Can you get some sort of optional install of 1.2 on your PC?

Can you upgrade your OS/400 to 1.3?

One way or the other, you need to get your development IDE "behind"
OS/400, not ahead of it.
