Not certain how not having a plugin installed before would constitute "...to work for a machine that already has your plugin working". I have given my plugin to others and its working as intended. And I have installed another's plugin on my system. I started with the plugin Buck created and did nothing more than put it into the plugins folder. This does not mean there isn't something else that makes it work for me but I only followed the WIKI that Buck put together. I do, do the plugin versioning with the date appended.

However, I have installed other plugins from vendors or open source and they have had troubles with those plugins even though the install was supposed to be the same.

I would expect that to work for a machine that already has your plugin working. But, I would not expect that to work for a machine that has never seen your plugin before.
