This is a global setting that applied to both 'Design records' and 'Design
screens'. For 'Design records' if you have multiple screens in the file
you don't want them all to show, so we defaulted it off. You could argue
that we should have separate states for records vs screen, but I am sharing
a framework with the MFS/BMS editors and they don't have the concept of
screens. So I guess we should just pass the word around.

Having used CODE Designer for the past 14 years, I have no problem with
defining a screen.  Having done that, though, it wasn't intuitive to me
that I had to perform another action to see all the records included in
that screen.  Now that I know it's there, it's just one more click that has
to be made, although why anyone would want that defaulted to off doesn't
make much sense to me - I mean, the purpose of defining a screen is to see
and design all the records together, isn't it?  Not a problem since it
works the way I want now that I know to make that extra click.

Vern has the right idea, just click on the 'Draw records transparent'
toolbar icon above the design area.
You could argue that for subfiles this should always be on, but it is a
user preference and it ends up showing all records in the DSPF which is not
what you always want.
Screen Designer forced you to work with "Screens", DDS Designer allows you
to work with single records, since people were struggling with the screen
idea.
Creating a screen and checking off 'Draw records transparent' will do the
job for you.
