I know that quite a few developers setup different connections for each 
set of library list needed.  But I setup user commands that do the CHGLIBL 
command for me.

Just another way of getting your environment set.

Let's say I am trying to work on a DSPF, but I need to alter my library
list. I tried the CMD 9 in the Qshell but EDtlible doesn't do anything.

I am sorry to say, I think this product is unduly difficult to get the
hang of.
It is not encouraging to people who don't see the need to go off PDM. I
know that they are forcing us to, but IBM should be ready for a lot of
complaining.
