Usually, you can take some of your users from your "live" box to the "test"
box.  The number has to be constant, that is, you can't keep adjusting the
number of users.

Instead of using test companies on the same files as the live data, we have
created a duplicate set of files prefixed TST instead of OSL.  We have set
up 2 different test environments: TSP (production test environment - which
mimics live environment) and TSD (development test environment which
contains changes & fixes for testing).  We have set up separate user
profiles to access the test environments and we have written programs to
populate the test files with cut down copies of the live files using CPYF.
Care needs to be taken that there is no activity on the live system when
the
test system is re-generated - otherwise the invoice & order numbers get out
of sync.

This was quite labour-intensive to set up, but it works well.
