He wants military time format : 0202 (Hrs) - 0100 (hrs) = 102
This would be the duration from 1 AM to 2 minutes after 2. I cannot know
why he would want this value as it is not any real time duration (this
is not 102 minutes) but I think any time formats he uses is going to
give him 60 minutes per hour and he is asking for 100 units per hour

I think he means "hundredths" rather than "hundreds".  In that case, it 
seems to me that   (%diff(endtime : starttime : *MSECONDS)) / 10 000
would 
give the desired value in centiseconds.
