Speaking as one who thinks that he understands it but doesn't use it unless it's an existing program that needs modification I have to ask--Is it a cycle program if LR is set on before it iterates (i.e. is it top-tested or bottom-tested)? If it's bottom-tested then it would never "cycle" back to test LR. It would test it at the bottom, find it on, and end. Thus, it wouldn't technically be a cycle program. If I had to guess I would say that it is top-tested in which case you would be right and all programs would be cycle programs. If not, then it would be a cycle-capable program.
