We can hardly blame IBM for our own unwillingness to buy tools.
 Here's the dilemma we run into.  This applies mostly to smaller shops,
but I'm sure there are plenty of larger ones that fall into this category.

 OPM's model is pretty straightforward.  Change management is a good idea
to have in any case, but the big issue IMHO is that IBM pushes newer
technology on us (much appreciated), but the newer model requires better
management tools.  Yet they keep the same pricing model for tools that were
once a lot more optional.

 A similar situation is the interactive tax.  Newer technology is great
(i.e.  web, Java), but along w/ the good, we get a healthy dose of
additional costs.  Now before you tell me that there's no free lunch, I
think that IBM *should* make money.  I just think that their marketing
model is antiquated and doesn't fly in today's M$ way of doing business
that most shops are used to (in short - get as many people as you can
hooked on it, then get the upgrade and maintenance fees.)
