My query was raised because of the issues I have noted in a number of sites
I have dealt with recently, including my own.
I have had issues in my own environments when I have left my machines logged
on for days, where temporary files and Temporary internet files seem to
cause applications and sessions to hang or not start up.
A Shutdown then Startup will sometimes clear the issue but generally,
deleting the temp files works wonders.
After clearing the temp files the applications or sessions seem to be ok.
Outlook 2003 and 2007 are 2 of the applications that I have recently seen
not start up cleanly.
IE 7 and 8 also seem to have issues.
Unfortunately, not everyone can use alternate browsers or applications.
BTW, I received a Windoze Update tonight, on my laptop, with 22 updates.

(and will eventually be Linux), which I reboot every couple of months
or so.
Because the VPN client won't run on NT4, I also have a system from
work at home. That one generally gets rebooted only when there is a
Windows update which requires it (which happens often enough).
