I'm an avid user of both Outlook 2007 (currently on 2010 Technical
Preview) and the issue you may have encountered are third party
plugins locking Outlook out of it it's .ost file. You should be able
to see what causes this issue by using Process Explorer and Process
Monitor. procmon can tell you which file is locked, and using the
handle finder in process explorer, you can figure out which process is
holding the handle open.
Most of these issues have been mitigated by updating the plugin (in my
case, this was Office Communicator 2007), and patching Outlook 2007 to
at least Service Pack 2. Are you using any Plugins that might case
this issue? Is your Outlook patched current?
Regarding your IE issues, i can't really tell. I only use IE for
Sharepoint, and use Firefox for everything else. But i've never seen
what you described happening to any of our users.
