If Mocha works, and ACS will not get past the initial sign on to the system
(before you even get a 5250 panel to sign on with) do you have the proper
licenses?

If you have described the situation correctly, then if you have entered
your user name and password correctly, your keymap must be sending
different characters than you think it is sending.
That's about the only possibility.
