The reference to respins and TR's is NOT that you have to be at that TR to use that Respin. It is that the particular TR in question is incorporated into the Respin.

For example, let's say they create a new TR which supports booting from wireless. Not that I find it useful but let's just say they did. So great, you could upgrade to that TR and boot from a new wireless card. However you also need to be able to install from wireless if you can boot from wireless, right? On a new lpar you cannot update it to that TR first. So they issue a respin of the i_base dvd with that TR incorporated into it. This has happened repeatedly with new hardware, etc. I have had them generate a new respin because of a PTF which was required to boot and it was giving me grief on a new install.
This has been going on since the days of 1/4" cartridges and earlier.
I'm sure the Larry's and the Jim's of the world just generate their own install media with that TR (and all current group ptfs) included but IBM generates new resaves/respins for the general population.
