I ran these steps:
1)	Get a backup

2)	ENDWTR WTR(PRTL023) OPTION(*IMMED)
3)	VRYCFG CFGOBJ(PRTL023) CFGTYPE(*DEV) STATUS(*OFF)
4)	CHGDEVPRT DEVD(PRTL023) USRDFNOPT(*IBMSHRCNN) SYSDRVPGM(*IBMSNMPDRV)
5)	VRYCFG CFGOBJ(PRTL023) CFGTYPE(*DEV) STATUS(*ON)  
6)	RSTWTR WTR(PRTL023)

For the backups (*old)
Basically I changed this SYSDRVPGM(*HPPJLDRV) to SYSDRVPGM(*IBMSNMPDRV).  And I changed USRDFNOPT(*IBMSHRCNN) from default or blank.
