Thanks Evan. I just finished reading an update on my case with IBM.
They were referring to someone internal about making sure that the USB
device was tagged as an alternative so I decided to check that myself.
You can check me on this but I went to the last activated profile for my
IBM i for that LPAR and looked at the tagged I/O. The load source
points to an SAS RAID Internal Adapter but there wasn't anything in the
"Alternate restart device" so I selected the P1-T3 Universal Serial Bus
UHC Spec resource as the alt and saved the profile.

So I made sure the "General Properties" reflected the IPL Source of D
and the Keylock position of Manual and then attempted to start the
LPAR. It still fails with the B2003110 LP=00001 SRC.

What is the relationship between the IPL source and keylock position in
the HMC for the LPAR and the IPL Source and keylock on the front
physical panel on the system itself? Should I manually set the system
panel on the physical server to D and manual? The display shows HMC=1
which I think means the HMC is the console, but what about the other
items that display on the LED display on the system ? Are they
important and should they be changed?
