no, IBM i uses the # of cores you assign to. Same for VIOS, it is a LPAR which will be assigned ressources.
The VIOS license usually is included in PowerVM regardles of #Cores.
As IBM i is licensed per core (see statement before) you have for example 2 cores licensed.
If you now assign 2.5 cores to all IBM i LPARs, all still can use the sum of 2.5 cores
but they will report to QSYSOPR.

VIOS can also use minimal core of 0.05 and share the core with IBM i although it is not recommended
on performance oriented setups.

Thanks, an enlightening comment! From other comments, I learn that IBM i always uses all available cores, no matter what in "the regular way". Only VIOS uses cores for itself (aka I/O). Right?

Seen from another PoV: It's necessary to provide VIOS with (at least) one logical core, so it can actually run, right? Or am I mixing VIOS and LPARs here? Actually, I never had contact with VIOS other than I know that it exists and some theory what it does.
