I disagree with this characterization. It's common in scripting
languages such as JavaScript, Python, Ruby, Perl, PHP, and Lua.

Among "traditional" compiled languages there is pretty much the whole
ALGOL family, including Pascal and Ada.


Pascal was the language taught in my first computing course, so the concept of nested procedures has always seemed normal to me.

I recall trying to find out how to code a nested function in C when I first encountered it. That frustrating experience is is stored in the same place in my memory as my attempts to create a library within a library when I first encountered the AS/400.
