If you have some repeating code within a subprocedure that clearly belongs
(is specific to) the subprocedure it doesn't make much sense to make it a
full blown subprocedure, thereby falsely communicating that it may be some
generic code which it is not.
Just code a subroutine, which keeps the code clearly as part of the
subprocedure.

Most of the time, when I want to abstract out some code within a
subprocedure, either a local subroutine or a separate subprocedure works
ok. But there have been a few times when it was too awkward to have a
separate subprocedure, and it would have been nice to be able to pass
parameters to the subroutine I eventually created.
