This is perhaps worth its own separate rant. I think this is the kind
of thing Larry was talking about when he mentioned smoke and mirrors.
It's also something which I am guessing is more egregious the higher
up you go in price and customer size. (And that's when the process
seems to morph into the customer asking for bids from prospective
vendors.)
