Sure!

First off the only two things that separate a controlling subsystem from any other are the prestart job to kick off the start up program, and the workstation entries (two) to offer a sign on to the console but no other devices. Both very simple things to set up. So the real answer to your question is you can create your own, I usually do and call it ZCTL so it falls to the bottom of the WRKACTJOB list, - or - you can use the IBM supplied subsystem called QCTL.

If interested I can post the commands to roll your own.
