I finally got it working, by uninstalling CAE, then running the EZ-Setup program, which apparently reconfigures Operations Console from scratch, then upgrading CAE to the latest 4.5 level. Thanks to everyone for insights and suggestion. Whatever EZ-Setup did (created a new Dial-up Networking component, for example), that's what Operations Console should do, IMHO. The idea of disabling the radio buttons in the setup wizard, used to select the type of functions needed, without explanation, is a serious useability problem, IMHO. Nathan M.
