Chris,

My understanding is that while CPU speed may vary from one model to the
next, CPW is supposed to be a fairly constant measurement of capacity across
all models.  240 CPW may represent 50% of CPU utilization on one box, but
only 25% of CPU utilization on another.  On a box with a faster processor,
the interactive governor just kicks in at a lower utilization threshold.
