Make sure the Client Access Host Server for remote commands is running on
your AS400.  Under Netstat it is AS-RMTCMD or port 8475.  If this is not
showing up, issue the command 

STRHOSTSVR SERVER(*RMTCMD)

The error message tell me that the server job is not active there for the PC
cannot make the socket connection.

What were having problems with is replacing the SBMRTLPGM command, used to 
kick off a price update on the POS system, with the RUNRMTCMD command. 

When we try something like:
RUNRMTCMD CMD('CALL TEST') 
          RMTLOCNAME(REMOTELOC *IP)
          RMTUSER('userid') 
          RMTPWD('password')

We get CPE3425  A remote host refused an attempted connect operation.
