Phil:
This brings up an interesting dilemma for you.  I would document in writing
(email to boss or memo to file) that you think the files should be reorged
to save DASD.  If you run our of space it will be the manager who must make
the justification to management as to WHY you need more (and with JDE you
ALWAYS need more).
