I'd would be rather skeptical of that rumor.  With all the hassles 
caused by the
NANP (North American Numbering Plan) expanding to use previously 
reserved area
codes, going to a 4 digit area code would be a disaster.--

Gee.  I'd heard they were going to add A B C D E F keys to all phones 
and change them to hexadecimal !    :-)
