This article is very interesting, since the author proposes 12 digit number (as
opposed to 10 digits).  I am sure technology may improve to a point where this 
scheme
may not be necessary.  Motorola has already a plan to personalize a number to a
person, so the person carries his number with him and can program any phone to
receive his call.  What would be really cool is a way all the countries in the 
World
get together and come with one scheme like the NANP.
