IMHO the area codes will stay at 3 digits for a long while.  The middle   
digit of area codes used to be 0 or 1. That has been changed.  The middle   
digit can now  be 0 - 9.   Other than that BellCore has no immediate   
plans of going to 4 digits.
When they decide to expand, it will probably go higher than 4 digits and   
be like E 164 (SMDS type numbering).
