I got the same message when installing last week, I knew I had both VC redist X86 and X86-64 installed.
I simply rebooted, iSeries Access then installed without issue.

Correct AND it says that in the documentation BUT having made this mistake myself it certainly is easy to miss that you need the X86 version on 64 bit O/S.
