By creating a new one you created a new problem because you have to link the new config to the fast-cgi stuff needed for PHP to run the wiki.
Even if you add the required directives to this new configuration it still won't be able to run the wiki php scripts without further work. Just go back to the one Zend set up and we'll work from there. It is not hard.
Just post the config file in text form and we'll tell you what to change.

I used the IBM Web Administrator thingy to create an HTTP server that I pointed at the directory I am trying to work with. I have the server running on the production machine, and I try to go to http://“ip address”:1212/index.php but I get ‘you do not have permission to index.php on this server’. I get the same message if I use /www/wiki/ or even if I miss-spell index as indexx.php So I am not sure it is a permission issue.

You can't do what you are trying to do just with this config David. See
in the config the default will be to prohibit access to anything _except_
files in /www/zendphp7/htdocs and those would be reached via
http://myserver/myfile.html <http://myserver/myfile.html> or whatever.
Normally Zend sets up on a different port to the standard 80 but since you
haven't shown us the full config file ... the thing we really needed to see
- which is text and could just have been copied/pasted here is the result
of selecting "Display Configuration File" under "Tools" on the LHS.
