We have the iso from IBM with the product and the supplements that you
get when you order Web Enablement for IBM i. What's got me confused is
this has worked on four out of five partitions. I can't find the
differences in this one.

Do you have a passport advantage account, you should be able to
install it
directly from there to. You have installation manger installed,
correct.
