Suggestions for web page design software

I am just starting to create some very simple web pages to request info
from the user and then display info from the System i. I will be using
CGIDEV2.
I am looking for any suggestions on software that I could use to create
the html (web pages). I know that I could just use text/note pad or other
text editors but I am hoping to spend my time designing the page and not
get into a lot of coding of the html file. This is probably backwards, I
know. Understanding the inner working of the html is a good thing.
Any suggestions are welcomed. Thanks.
