Don't forget to install the Fixes, (9.8.0.1 and 9.8.0.2).

The 9.6 Licence does not apply to 9.8 - a completely separate Activation 
Kit (Licence) is required for 9.8. (In other words, a 9.6 Licence cannot 
be transferred to 9.8.) However, assuming your organisation has a 
Software Management Agreement (SWMA) in place, then an Activation Kit 
for 9.8 should be available (and free) to download. Otherwise, I'm 
afraid a new Licence will have to be purchased ...
