Instruction on installing the Activation Kit are in the readme.htm (also readme.txt) that should be in the ZIP file you downloaded - now I don't know where you downloaded from, a trial site, or the ESS site. See if you have the readme.htm - if not, you'll need someone like a system admin at your work who can download stuff from ESS (Entitled Software Site, I think it's called).

The activation kit for 9.8 is a "simple" ZIP file, that you have to install from inside the running RDi 9.8.

Go to Help - Install New Software ... - and use the ZIP as an archive repository.
