Maybe the LPEX Freemarker plug-in could help you with your comment block
and with other questions that you do not yet know.
Feel free to have a look at:

You can add the zip file as an archived update site and install the
plug-in from there. Then read the setup instructions (README.md on the
project page) and start playing.
I know that the plug-in needs some improvements but I did not yet had
time for that. But we use it all day long for years in the office and it
works well for us.

When I'm coding python in Eclipse PyDev I can hit ctrl+4 and it will
give me a comment block to insert comments into. Just curious if anyone
had done the same thing in RDi.
