Debugging seems like it would be the toughest function to add.

Have you considered "The IBM Distributed Debugger"? In light of this
conversation last week I downloaded and installed it on my Ubuntu instance.
Install went fine, but it keeps saying my connection is refused to my AS400.

I am kind of surprised though that there isn't an editor that implements
the syntax editing and highlighting using a "rules" file that could just be
plugged into the editor itself.

This would be great as there are just a handful of "rules" we would have to
add. For example, we could add rules for all the different BIF's, opcodes
and specifications. The tougher ones would be things like making string
literals a different color (at least it seems it would be tougher unless it
was a default rule).
