7.1 (the latest) is completely separate from i5/OS PDM/SEU. You order them separately and pay for them separately.

I meant to include Steve's question... Everything that Buck says is correct, but I wanted to clarify the distinction between WDSC and RDi, and it makes more sense with the original question in place:

Be careful here - there is no 7.1 release of WDSC. WDSC is "stabilized" at release 7. The next tooling we will see will be RDi, with a release number of 7.1. RDi is much, much smaller than, lighter than, and less fully featured than WDSC.
