RDi is much, much smaller than, lighter than, and less fully featured than
WDSC.
Just a clarification - it kind of depends on how you're making this
comparison.
RDi is essentially the "RSE only" selective install option that is available
with WDSC V7.0 plus the Screen Designer and Application Diagrammer
(previously only in WDSC AE).
So if today you have installed and use the RSE selective install only, then
RDi is neither smaller nor lighter. Possibly even a tad bigger due to the
new functions added, although I think IBM has made strides to reduce the
footprint as much as possible.
Likewise, if you're using WDSC exclusively for edit/compile/debug of
traditional host based code (i.e., RSE only or an SEU, PDM - almost -
replacement) then RDi is _more_ fully featured than WDSC because you'll have
the Application Diagrammer and the (still technology preview version)
integrated Screen Designer.
It is significantly smaller and lighter than the _full_ installation of
WDSC, for sure. And, with the exception of the addition of the 2 new
features, it is less fully featured than WDSC because there's no web stuff,
no EGL, etc.
So depending on where you are and how you use WDSC V7, it may or may not be
smaller and lighter and less fully featured than WDSC.
I wish it were simpler to make comparisons, but I guess that's what the
repackaging is all about. It's about different types of developers having
different roles and different toolsets to meet their specific needs. In
theory, at least.

7.1 (the latest) is completely separate from i5/OS PDM/SEU. You order
them separately and pay for them separately.

I meant to include Steve's question... Everything that Buck says is
correct, but I wanted to clarify the distinction between WDSC and RDi,
and it makes more sense with the original question in place:
Be careful here - there is no 7.1 release of WDSC. WDSC is "stabilized"
at release 7. The next tooling we will see will be RDi, with a release
number of 7.1. RDi is much, much smaller than, lighter than, and less
fully featured than WDSC.
