Yeah, I *never* use EXFMT. My programs are written to separate
output from input so EXFMT would be a "violation" no matter which part of
the program I put it in. So, a WRITE in the output side is followed by a
READ in the input side and "everybody" is happy. ;-)

I went back and looked at one of my WINDOWs programs. I noticed
that I use OVERLAY KEEP in all record formats (except subfiles) within the
WINDOW. So, you should probably only write the WINDOW reocrd format once
and then not write it again as long as your windows are displayed. That
will also help reduce flicker.
