I found the issue. Thanks for leading me in the direction.
I used an index file and not a LF. So it seems the index does not have all
the properties of a LF in this instance.

Could it be because you are chaining to a LF but the DS is based on the PF?

The result data structure DSOEDTLI17 does not include a subfield in position
1 for record format OEDTLF.
