RNF7579: The KFLD has a different CCSID from the key in the file.

So that implies that this line is not working:
Chain (HDINV# : wLast_Line_No) OEDTLI17 dsOEDTLI17 ;

Can you check the CCSID of the search arguments and the file key to make sure they are the same?
