I have no idea. The record formats are the same.
But you raise a point I'll check. The file with the error is a LF and the
one that works is a PF.

Could it be because you are chaining to a LF but the DS is based on the PF?

The result data structure DSOEDTLI17 does not include a subfield in position
1 for record format OEDTLF.
