*NODEBUGIO didn't use to exist.

When IBM gave it to us, they left the prior behavior as the default.

The disadvantage to *NODEBUGIO is that you can't debug I/O. For
example, if you're getting an error reading a field in the
(RPG-generated) input-specs, but want to see the values you're getting
on prior input-specs, you can't do so without *NODEBUGIO.

In my experience, this comes up very, very, very rarely, so I always
code *NODEBUGIO.
