One thing to note is that (if I understand correctly) V5R4's built in XML support is exclusively for parsing an _existing_ XML document. The OP seems to be mostly interested producing an XML document. I haven't used DB2 Extenders and so I can't comment on the functionality, but in terms of paying extra - I don't think it's more than $2000. In terms of producing XML documents, I don't know what OS version you need to be at, but CGIDEV2 has been suggested as a good method by those far more experienced than myself, so I'll just pass on the recommendation.
